Yes, they need a passport. But Ive never heard of a Canadian passport requiring a visa in advance to go to anywhere in Western Europe.

Maybe that's the answer. When you apply for a visa to a country where a visa isn't needed, they will reject it.

You contradicted yourself, disagreeing with me that a passport isn't a visa - you said it IS a visa, then you said it isn't...
