I am driving from SLC to LA this week. I will arrive in Las Vegas at night and just need a place to stay for the night. I want to stay basically on the outskirts of town to avoid traffic and I also don't want to spend much. What would be a good bet?

Vegas hotels are cheap midweek. If you're heading to LA and want to stay off the Strip, I'd recommend West (Summerlin) or South Vegas. Go to hotwire or priceline and check out their last minute hotel deals .. you can probably get a nice clean place for less than $30/night.
as mentioned...You should be able to get a 'last minute deal' in Vegas mid-week.
I usually pull an all nighter if I get stuck in Vegas. I can take a nap during the day. Since I travel 50% of the time... I stay in guesthomes ($10 / night worldwide, have done a few near vegas. (prearranged)

Eastside Cannery is nowhere near the 15. Neither is Summerlin. The strip itself is more convenient than either of those options. Considering your criteria, I would recommend getting a place in Primm or Mesquite. Doesn't really matter which hotel, just pick the one with the best review ratings on priceline or something. They're all in low traffic areas right off the 15, and all are cheap, with cheap or non-existent resort fees as well. There are plenty of non-casino extendedstay type properties in vegas itself without resort fees that are cheap, but they are typically filled with tweekers and other undesirables (even moreso than some of the cheaper casino properties), so just a word of warning if that sort of thing bothers you.
