we want to visit rapid city mount rushmore yellowstone grand tetton etc. we do not have a car or driver. for 4 people which is the best way by public transport. we can start from Toronto, Canada or New York. U.S.A. guide us to plan the trip including budget hotel/motel.

For all the thing you want, Best is to find a "Guided" tour,

Most of them are not accessible via Public Transit.

It's better to rent a car.

All inclusive guided tours are not likely to be budget friendly.

This is what I found on google in 30 sec so there may be other options. This one looks like it would be around $1200 pp plus airfare to/from Toronto or NYC.
