Mackinac Island in Lake Michigan. It's a Midwest tourist place. One has to take a ferry to get there. No cars are allowed on the island--bikes and walking.

For those of you who saw the Papillon, ( https://en.wikipedia.org/wiki/Papillon_(1973_film) ), the island is not big. Actually quite small. We ambled around the entire perimeter in 45 minutes, and MrsM just had two total knees!
The prison is actually 3 small islands and is now a French destination resort
I also visited there after an Amazon cruise. Geez, it made me sad. It was such a horrific prison. When I was there (early 90s I think) tour guide told us they were letting the jungle take over the prison, didn't want to preserve it due to it's past.
You know, this is hard for me! I'd probably say Oahu, where I live today. I grew up on islands (in NYC, etc.) and lived in Sydney, but those don't quite fit the criteria established in the OP!
Duncan Island, which is a beautiful place, very long and narrow, in the lower Siuslaw River, in Oregon. I went there in a small motor boat, when I was 12. The only development on it then, was a dairy farm, that used a large boat to transport its milk, twice daily. But they built a bridge to it the next year. Today, it has numerous residences and commercial buildings and a lot of farming. It was formed a long time ago, when the river changed course, to the North.
