Are your dimension just the case or are you including handle and wheels? The airlines include everything in their numbers, so if the outside of the luggage "box" is 24" and then the handle and wheels add extra length you are definitely oversize.
Most of the luggage manufacturers have gotten better about their dimensions as well, I remember about 6 years ago going through a spate of having to buy and return about 5 bags through Amazon because they were larger overall than the stated dimensions.
And I've recently run in to really long gate check waits as more and more people use (or are forced to use) the service. Granted, it isn't as long as the wait to check the luggage in the first place and then pick it up at baggage carousel, but it isn't the 10 minutes it used to be, either.

Take it, in most airlines (especially in USA) you'll get away with anything close enough.
Plus what's worst case downside? You have to pay to check it, which is probably less than the cost of buying a new piece of luggage.
Many airlines now charge a fortune to gate check. Last time I flew Spirit, the guy in line ahead of me had to pay $140 to gate check his carryon bag which was too large.
It's always a cr@p shoot...…..I've flown out with a bag just fine and had the bag be "too big" on the flight back.
I've seen people get on with bags that are ridiculously too big and get away with it. I've seen people not be able to get on with a bag right-sized for the overhead but because the overheads are full and the bag won't fit under the seat, they're forced to check it.
On the major U.S. airlines, one may be able to get away with taking a carry on that is slightly larger than normal if the plane is not 100 percent full. But overseas in many countries the carry on luggage size is smaller and one needs to check it in beforehand. I was in Australia a few years ago with an acceptable US carry on and I had to pay to check it in. Luckily I found out before I actually checked into my flight which made it a bit cheaper to do so than when one does after the check in has actually started a couple of hours before the flight.
Just be aware that carry-on sizes in Basic Economy can now be as small as 17" x 9" x 10".

A personal item and a carryon are two different things. A personal item by definition has to be sized small enough that it will fit underneat a seat.

Yes, but Basic Economy allows ONLY one personal item (17" x 10" x 9" maximum) and NO carry-ons, according to what I understand. PLEASE correct me if I am wrong! (We are flying out on Wednesday on United, and we would LOVE it if we are ALSO allowed one carry-on!)

You are right. On a United Basic Economy ticket you are only allowed to board with one item, and it must fit under the seat. (And that’s why you don’t want to buy a Basic Economy ticket - unless you are going to be checking a suitcase anyway and can therefore get by with a personal item only.)
As I said, airlines make a distinction between a carryon (which can be too large to go under the seat, but can’t exceed 22”x14”x9” on domestic US airlines) and a personal item (which has to be small enough to fit under the seat).
