The definition is right there in the article. Sounds to me like the article is making something out of nothing. United is still saying they are canceling flights if the flight is delayed by more then 6 hours. Airlines delay or reschedule flights all the time.
I have to agree with Hawk, regardless of whatever window they are using to define cancellation they never replaced one word with the other to get around DOT regulations. That article is BS.

Not only that, but I think the cancellation policy is a reasonable one. If an airline is going to cancel my flight but still is able to get me to where I have to go within a few hours (or 6 hours) difference, why should I be entitled to a refund? Hell, flights are delayed by hours fairly frequently--and thus people arrive at their destination hours after they should have--but that's no reason for a refund. Granted, 6 hours is worse than what other airlines are doing, but its still not so crazy to be unreasonable IMO.
