I'd go to Maui. Back-up, Rosarito Beach Hotel. I'd say San Diego, but even end of June you can still get morning June Gloom.

The Gulf water here is crystal clear. The sand is powdery white. You will have a good bit of company though. These beaches are popular but at least they are free.
