If I understand the question, you can just fill a random date and say "To Mexico, by private car". Even if you just walk over to Progreso on the spur of the moment, you need the passport to come back. So they can't challenge the legitimacy of that answer.
The State Department is indicating....
"Due to increased demand, a shortage of appointments and delays with the U.S. Post Service, those applying for a new or renewed passport should expect to wait up to 18 weeks for their document. That wait time drops to 12 weeks if you pay $60 extra for expedited processing. (Jul 7, 2021)"

Wowsa, not that I'm in any hurry; as there's still the required negative Covid test holding many back from Int. travel on the return flight...even if you have a current CDC vaccination card.
These are 2 good means for insuring U.S. dollars stay within the borders.
How convenient for the government.
Wife received her new passport - 10/3/21 so about 6 weeks door-to-door (and I only check the mail once a week so it could have been up to a week sooner)
Son's passport is still "in process"
Both my brother (first passport) and son (replacement passport) got new passports within the past year. Both were expedited due to upcoming travel. They did not have to show any proof of the travel. I don't remember the timeframe it took for them to arrive, but it was about at the outer limits of the maximum time specified for expedited passports.
