Carry-on bag means a bag that YOU actually carry on to the plane. You put this bag in the overhead compartments so naturally there are size restrictions. These vary per flight. A backpack can certainly be a carry-on bag. But if it is small, and can fit under the seat in front of you, then it's a personal item.

I often travel to different countries for work, so I have a set of Showkoo suitcases that can be taken with me as hand luggage or sent as checked luggage. Also, for some trips a backpack is enough for me, especially if it is a low-cost flight. Check the carry-on baggage rules with the air carrier to avoid overpaying for luggage.

Heck, at various times my carry-on has been a suitcase, a tote, a purse, or a backpack or on one occasion, a black plastic garbage bag. Whatever it takes to get your stuff home......
