Hey this is my first time looking to take a tour or group travel. I usually travel alone as a young adult and it's expensive.
I'm looking to go to the Keys, Baja California, or Coasta Rico for beach time and surfing.

Are there reliable tour/group discount package companies or agencies?
Thanks.

I would suggest contacting a local travel agency. They should have all the information you need for your requirements, and it costs you nothing to find out.

I assume your Coasto Rico is Costa Rica. If that's the case, I think Globus has a group tour of Costa Rica though I'm not 100% certain on that.

I think you would have a much better time in the keys . I have been and it is fun although very touristy in the summer which is their prime season if you wanted to save some money you could go down to the keys during oct through december which is their off season and everything will be cheaper . Good luck and yeah contact a local travel agent .

No surfing in the Keys. Don't know about Costa Rica. Surf is rough in Baja, probably your best bet for surfing.

And the beaches are crappy in the Florida Keys, and you certainly don't need a tour group to see it. These are 3 distinctly different locations so I would suggest the OP do some careful research first so you can identify exactly what you want out of your vacation and where you want to go. Then you can get with a travel agency if needed.

Costa Rica has some well known surfing areas..the Keys, not so much. Not to mention, I certainly would not bother paying for a tour group in the Keys.

It sounds like you don't really know what you want from a vacation. Research the areas first and see what speaks to you.
