I have a second home that is currently being rented, (the lease ends this coming June), and what I had to do was go to an attorney who wrote up a lease rider, and then I had to take out two insurance policies - one umbrella policy and one for the building itself.
That was it, but I do use an accountant to figure out the taxes. I don't think I would like to undertake that myself.
An attorney would be able to answer your question about having to get a permit - I honestly don't think you need to do that. But better to check it out and be sure.
