Rental car companies place a significant number of cars in Florida during the winter months for spring training and the high season.
Toward the end of the spring, the rental car agencies need to relocate their inventory to other regions of the country. In order to encourage people to move these vehicles, they offer ridiculous rates to people to drop the cars OUTSIDE of Florida.
Last year, I drove a car from Fort Myers and dropped the car off in Nashville in late April. The rental car cost me $37 for nine days *INCLUDING* taxes and fees. I combined that with a cheap OW ticket Chicago to Ft Myers from Southwest ($69 OW) and a Nashville to Chicago ($49 OW).
This week, Alamo has offered OW rentals out of Florida for $10/day for smaller cars and $13 for larger ones.

Hertz has offered a $1, $2, $3 rate out of Florida for up to four days and higher rates up to ten days.
