I've read everything I can find on Peru's two major prisons, one being where Joran is kept for now, and to label them as hell holes is being to be to kind.
To speak of they don't have any staff, the prisoners themselves run the place.

But Joran's stay will be short, once he is released into the general population he'll be dead in 24 hours.
The guards guard the perimeter for escapes and once inside the walls the running of the entire place is left up to inmates. Inmate committees decide who eats, what they eat and where they sleep. Some inmates are not fed and their sleeping facilities are designated the garbage dump where they can search for food among scraps left over.
