WOW, not sure this would be the route I would go with but I would have to say there has to be a lot more to this than media is currently putting out. Parking Dispute?? Him boyfriend, girlfriend, mother, kid.... With all those people living there I wonder which was on the actual lease and if rent was current. Again tragic incident, but maybe time to start making some laws that favor landlords just a bit.
The dispute per this artice was about the parking space. Also, the artice said the the mom was renting, no mention of the older son & girlfriend living there. It is possible there were just visiting. It's a sad story, but no reason to try to spin it into something it isn't.

Landlording can be rough, I've worked in office complexes in the rental business. Parking spots are big disputes. Seen drug deals, a dozen people living in a 1 bdrm. DFS were around a lot and came to take out the kids who where left behind in an eviction. The lawn keeper shot with BB guns. Not a dull business and these weren't inexpensive apartments in a bad neighborhood.
Tenants and landlords have rights that need to be handled through the proper channels, in other words courts and documentation which take time and some patience. Its Not a business for the inexperienced.
Never rent next to the landlord renting his own property.
