Because it's the board's job to consider him. If it's your job to make sure a door is locked.. And the door is always locked.. You don't stop checking if the door is locked.

Under California law at the time, he is entitled to a hearing. So, they have to give him a hearing.

His hearing is an aspect of justice system first, and an economic matter after that.

Well put. Makes me wonder.. If the DoC, or whatever it is in California that oversees parole, refused or neglected to give him a hearing, whether he'd have a case for possibly getting sprung..

So.. That would be another good reason they give him the hearing.

Well Charley really didn't kill anyone that we know of. But he did lead and inspire others to kill so he does deserve prison. As far as Charley getting out its to high profile a crime to let him out. Anyway if he did get out someone might nail him. Best for him to stay where he has the has 3 hots a day and a cot.

He is known to have attempted to kill one person, drug dealer Bernard "Lotsapoppa" Crowe, whom he shot in the gut and left for dead. (Crowe survived and must have startled Manson when they both landed in the same jail for a spell). Manson was also present during part of the Gary Hinman confinement prior to his murder, and slashed him with a machete. It is also believed that Manson entered the scene of the Tate murders after the murders but before the police arrived, and he himself drove them to the LaBianca's the next night. While it is true that he has never been directly implicated in causing a death directly, I think his actual involvement gets downplayed a lot. It went much farther than "inspiring others".

Manson didn't lead or inspire anyone to kill others.

He was smart enough and observant enough that out of the 50 or so "family members" to select a few he knew were already capable of killing someone.

It was already inside them. Manson just brought it to the surface.

This comes up every certain amount of years-Hes not getting out. They do this as a formality. To Manson it's a simple meeting.

Nor should he ever be allowed out among us.

He apparently no longer denies his role in the Tate-La Bianca murders.

Manson stated to a psychologist in a prison interview on November 2, 2011, "I am special. I am not like the average inmate. I have put five people in the grave. I've been in prison most of my life. I'm a very dangerous man."

Those statements marked a change from Manson's past denials of having murdered nine people in 1969, and the statements showed some insight into his crimes:

He's not up for parole (which was denied him in 2011) until 2027, by which time he may no longer be living.
