Most of the West should form smaller states. Democracy is poorly served with the higher Western population these days versus the huge state sizes.

California should also be divided into two states -- north and south. I would also recommend breaking up Pennsylvania, east and west. Divide the central PA right down the middle and give half to each end since neither side will want it.
