Never lived in Tucson either, but was very impressed with their air quality. Rated one of the top cities for air quality, for me, that would be part of a deciding factor.

You didn't say how old your mother is. I brought my mother to live here when she was 79. It HAS been good for her health problems, which was my motivation, but in other ways it has not been such a success. My mother is extremely outgoing and sociable, but it has been very hard for her to make friends because this is such a car culture and most people her age don't spend much time being active. She joined a church and a club, so she has met some people, but she still remains fairly isolated. Mom would definitely have been better off in a retirement place where she would meet more people her age, rather than in a Tucson neighborhood where the neighbors have NO interest in her. We are in a very "safe" area, but there is absolutely nothing around here worth walking to unless one is able to do at least a two mile trek, something quite impossible for my mother, even if the temp wasn't 80+. My mother doesn't like it here, but her health makes another major move impossible.

From about April to Sept. Tucson is as hot as Miami. The good news: no humidity, so you don't sweat up a storm. The bad news: no ocean air. Yes, we do occasionally have a hard freeze here, but that's two or three days out of 365.
