Really bad by whose standards? I driven through 30 states in the past 24 months and they are about average.

If you want to argue that Pima County mismanages its road funds, I would agree. The majority of the money seems to be spent in the NW area of the county. The major arteries are in excellent shape. Some of the back roads are mediocre.

Most of the really bad roads that I have driven in Pima County are the Tucson streets surrounding the University of Arizona.
