Hey, I used to live in a declining downtown Broadway neighborhood and received south-side, huge, intimidating graffiti all over the outside of my place. I hate calling police for anything, so just let my landlord know, and he came and spray painted over it. But after a few times, it was obvious these gangsters were intent on tagging my hood for an oncoming fight. (read about gangs) As someone here mentioned earlier, you are not going to see packs of kids wearing colors roaming the streets Hollywood style, but the gangs do exist and the violence is under reported so the police can keep on top of their activities. Also, they know that sensationalizing gang activity in the media only encourages gangs and gives them their desired noteriety.

Finally one day 4 police cars were outside my place taking pictures of the 8 foot grafitti in blue, and I went out and talked with the cops. One of them said "You should have a basket full of grenades to hurl out into the street, don't say I told you so." --to protect myself. The cops emphatically told me to call if there was "any suspicious activity at all". The grafitti and gangs seem underground and inter-family related and the bad stuff seems to happen in the middle of the night...@ 3 or 4 in the a.m.
