Translation, higher educated parents can teach their children where the undereducated cannot. Schooling has more to do with the parents than the schools themselves. Of course this is my opinion. School districts do follow this pretty much everywhere.

Spend more time teaching your kids and they get a better education...and the district will benefit as well.
Indeed.
Such parents also tend to VALUE education more.

The only part of town that qualifies as a walkable shopping area is 4th Avenue, which is just outside of downtown. It's a very small hipster/alternative area, where you'll find the lesbian bookstore, a head shop, etc. It's fine for what it is, but it's not a place you'll find yourself returning to frequently just to hang out.
That's been changing a bit recently. There are more galleries, stores, housing, and restaurants downtown. Both parts of downtown are now connected again. There's a 2nd Saturday Night event every month as well as various other events, fairs, etc. A lot of galleries opened on 6th Ave as well.

We were in the vail district and absolutely loved the schools. The atmosphere is friendly, lots of parental involvement, good teacher/parent relationships and the education is great. They're doing something right and you won't regret making sure your children go to a school in that district.
