I think Ray Ramano, aka Ray Barone, is a whiny tool.

Any character where motor mouth tool Alan Alda is the actor. This includes supporting roles on the silver screen. (yes, he's done at least one as I found out the hard way)

Any character that Richard Kind plays. He had roles on Spin City and Mad About You. He makes a living playing very annoying characters!

I don't mind George Costanza, and I watch reruns of The Nanny every night! But Sheldon Cooper from the Big Bang Theory is edging his way into the overly-annoying territory. But who really grates on my nerves is Howard's mother -- I have to hit the mute button every time I hear her voice.

Annoying characters make for good comedy, though -- there's always a struggle of how much the other characters put up with them.

Another annoying TV character: Kim Bauer from 24.

I'll go with the whole cast of 24, especially Jack Bauer. I'm only halfway through season 1 though. I'm not sure if I can bear to watch any more.

I'm at the point where the mom parks the car on the edge of a cliff (!) while someone is chasing them, gets out and tries to make a phone call (bad guy still close by, can't have the girl call from the passenger seat!), the car rolls forward and unrealistically blows up (big surprise). Then the mom doesn't even check to see if her daughter is ok, she just lays down and takes a nap on the dirt road (bad guy still looking for them). Then wakes up a while later and hitches a ride with some stranger and can't remember her own name.

Talk about jumping the shark and idiotic writing.

Effeminate, arrogant Sheldon Cooper of Big bang Theory. Ugh!

Dr. Gregory House from the TV show House. My wife and I can't stand him. My wife and I both refuse to watch the TV show because we are just not fans of his acting.

Hard to argue with the selection of Fran Drescher ("The Nanny").

Someone mentioned Jack Bauer: yes, he's a bit tightly wound, but remember he only has 24 hours to save America from the Bad People, so cut him some slack

And while not a character per se, someone else who makes me press the next Channel button with emphasis is Nancy Grace.

And while I'm at it - the Gecko, Flo, and the Aflac duck all encourage really fast-forwarding the DVR.
