I just don't get it.

Can you explain this to us here on this board?

He's exaggerating in the typical colonialist/separatist fashion. If only 15% of Puerto Ricans speak English I must ave encountered every single one of them by now.

WIHS.

Speaking English is NOT just being able to give simple directions. To understand and speak some basics like How much is this? Doesn't make you an English speaker. Statehooders hate to discuss this topic because THEY KNOW that when push comes to shove, English might become a problem for many in Congress.

If it were as simple as WIHS says, than I speak Russian, French and Italian.

Let's face it , most Puerto Ricans can't hold a lengthy conversation in English on a variety of topics simple or complex . If they understand a bit of English, you notice some linguistic exhaustion and they quickly excuse themselves or respond the best way they can, like any smart person on this planet.

Now its Americans who can't speak anything beyond English. The sad fact is that they expect YOU to speak English, not the other way around.
