Hi I'm coming to town tomorrow night through Sunday, and I was wondering if I needed to bring cash with me?

Are the taxi's cash based (assuming I can't grab an uber in the city)?

Do bars except credit cards?

I can't speak for San Juan specifically but most stores and probably about half of restaurants accept credit/debit cards. Especially if they are chain locations, mom and pop type places are hit and miss (especially restaurants). When I am in PR I use cash only out of convenience.

I used uber there no problem.

back in the day..befor uber...my FIL told me just regular guys with 'hoopdies' and 'struggle buggies' woukd hang around Luis Marin Airport looking for fares..

They would drive you to Ponce for 35-40 bucks..if the car broke down they would prorate tye charge.
The regular taxi guys hated them and would sometimes beat their butts or slash their tires.

you guys make it sound like Puerto Rico is a 3rd world country jungle.

yes, most places take credit cards........except street food like the fry food you see on the side of the roads, those are cash only just like in the U.S. with the tacos stands.

Even Guavate, the places you eat pig and Puerto Rican food take credits cards/debit cards.

All the restaurants I have been in San Juan and OLD San Juan take credit cards/debit cards and the bars.....again there is an exception for street food, anything that has wheels on it or food that you eat in the streets its only cash but with the technology with the IPHONE and Android phones of charging credit cards I wouldn't be surprised if some of these street food places take credit cards/debit cards on their cell phones.
