Unfortunately there really aren't any options. The pension fund is severely underfunded and the teachers and cops voted against entering the Federal social security system.

I know teachers who already got letters saying their pension won´t be there, sorry our bad.

The pensioners make out pretty well in this proposal considering there is no money in the pension fund (politicians spent every dollar of it). That leaves pensioners as unsecured creditors. Exempting those making less than 1200 per month should soften the cuts. I dont expect anyone to like this process but it is necessary

Yes, Governor Vasquez 'traded' the pension cuts in return for keeping the Christmas bonus for government workers.

Personally I think the mandatory Christmas bonus should be abolished entirely in Puerto Rico. It's a job killer along with the mandatory overtime pay on weekends even if it's a regular scheduled workday. Puerto Rico's labor laws make even New York look like Texas in comparison and that's quite a feat
