Well yes, you are not Barcelona. Cities need to address issues confronting them not issues confronting others. Citing Barcelona, which has a lot more tourists, doesn't mean San juan is barcelona.

This woman is a dolt. Even her own party is sick of her, I know many Populares who are hoping she leaves the PDP and joins that new pro-independence party called Puerto Rican Action Movement or something like that.
