How do you make them not speak Spanish? Pay them? I go through days in Los Angeles without hearing English spoken or seeing a white person. The official language of the federal government in their buildings is English and should stay that way but how are you going to enforce it outside of the federal buildings? Not even in the public schools could fly.

English might not be the official languages but you cannot get too far in life in most places, outside of Miami, if you arent fully competent in it. San Juan is no Miami.
