Move to a part of the American south. Mississippi, Louisiana, rural Texas. It's cheap, friendly, laid-back, and "no sir, yes ma'am" charm.

Default In PR avoid the Metro area

If you are currently living on a budget, avoid San Juan and surronding area. Very, very expensive. Believe me, I have travelled all around the island and I highly recommend San German or Rincon. San German because it's cheaper. Lovely town, with a vibrant university and very low crime rate. According to the police report, there were only 2 murders in the municipality of San German in 2007, plus you are not far from bigger Mayaguez, lovely beaches in Boqueron and Cabo Rojo and it's far cheaper on that side of the island. There are people paying $300 for a 2 bedroom house in San German. Highly recommended.
