telephone service in Puerto Rico (refund, deals, businesses)

Is there any agency that oversees/regulates the phone company in Puerto Rico? I have been waiting for a refund from them for six months now and everytime I call they say it is in the mail.

As far as I remember, DACO deals with businesses while the Ombudsman takes complaints against government agencies. Being that the telephone company is no longer government owned, I would think that DACO would be the place to call.
