The cars in PR are used, but nothing like in Cuba.
I will let others answer your other questions.

My wife and I are also spending the winter near Rincon. It's not the upscale lifestyle, but what we will be renting is very nice and 1100 per month on the water. The people in the area are very helpful with our limited Spanish. Dining out is great. At the beach in Rincon you can buy a beer for $1.50, how can it get better? By the way the water temp is 82 in the winter. By the way if you are offended by old long haired hippies stay home and shovel snow 

I'm counting the days when I can retire to my 2nd home in Humacao full-time and be a hippy myself. I've already got a start on it with a long gray goutee! It's true about the water. I spent the first week of January this year swimming in the Vieques Passage and you don't even shiver when you first get in.
