Does anyone know how you dispose of old paint in Puerto Rico? Will the trash service pick it up and if so, how do you package it so they know? Do you have to make arrangements ahead of time? If the trash service won't pick it up is there a place you can take it to, and if so, where? Also, what is the fee, if any?
I suggest you call "WASTE MANAGEMENT" local office. They will advise you for your area. My area has an annual p/u for "wet paint" and all toxic stuff: flourecent bulbs, chemicals, p.t. lumber, batteries, etc. Or, if the paint is totally dry, it can be discarded in regular trash.
I had someone call the waste management agency and they said they do not accept paint either for trash pick up or at the dump so what is a person supposed to do with left over paint?

Even dry? I'm shocked. How much do you have left? If it's a small amount paint something, let it dry, then dispose. Or give it/donate it to a homeless shelter, or elementary school or something. See if someone in your neighborhood is having a garage sale and can give it away for you.
Let the paint solidify. Once it's in solid form, there's little chance of toxins leaching out. Dispose of it along with regular trash.
