You might try the restaurant Manolin's in Old San Juan (I'm pretty sure it is south of the main plaza but just ask for directions). It's not fancy but very popular with locals. The cost is about $10 per person for lunch.

YBF - If I had to choose between staying in San Juan or Old San Juan I would definitely pick Old San Juan if you can afford it.

From your post I assume that you would want to stick with Old San Juan. Lots of hotels there, don't know how expensive they can get.
When referring to San Juan, one may also be referring to various other tourist destinations such as Condado, Isla Verde, Caribe Hilton, the Convention Center District and anything else in San Juan that is outside of the Old San Juan.

Also I wasnt interested in renting a car before but would it be a better option if I did or will cabs suit me well?

Sorry for the delay - I've been without a computer. I just think Old San Juan is a lot of fun. It is really picturesque with the blue cobblestone streets and old buildings.
