My situation:

I was working full-time in Virginia, had the job nine months. I quit because of a family move to Kentucky in May. I'm a 22 year old dependent college student. I haven't been employed since May. I wonder if I'm even eligible for unemployment in Virginia or Kentucky?

If you voluntarily quit a job then it is much more difficult to obtain unemployment. You will need to provide a reason you could not have stayed behind and maintained that job. Are you dependent on your family for housing/livelihood? Were you in a dangerous or violent situation that forced you to move? Even if these things are true, it may be hard to convince the unemployment office that you meet the requirements for unemployment insurance.

If you did want to attempt a claim, I believe you would need to do so in the state you worked.

No you're not. You quit on your own free will.

FYI- UE benefits are paid by the state you actually worked in.

Your best bet is to apply and find out. Every state has different policies and circumstances. In my state you can be approved if you quit to move with family. You would be applying in VA.
