You will be filing for unemployment in PA and they will chargeback AR for the costs, I believe (its been years since I worked this aspect of HR). So PA will make the determination of eligibility. Why don't you go to both AR and PA Department of Labor websites and see what you can find about eligibility requirements. If, in fact, your mom is seriously ill and it can be documented that she's really ill and there is no spouse to take care of her, you stand a good chance of getting UEI.
To get UE after quitting you have to show you quit for "good cause" and that term can be interpreted differently from state to state (and as I understand it in AR that can ALSO vary from office to office). You also have to be willing and able to still seek employment if they consider quitting to care for a gravely ill close relative "good cause".
It would be best to speak to your local UE office.
Apply! It sounds like you have a good cause but be prepared to show proof from her Doctor. Better yet just call or go to the unemployment office and ask someone. I know someone that quit a job after 17 years due to an insane new boss that was stressing her out and making her life hell. Somehow, she ended up getting UI.
I think "good cause" need to be related to employment issues - such as harassment, physical inability to do the job (allergies) or physical inability - has to be something related to the employer which the employer was not willing or able to fix.

I searched for Arkansas unemployment law and only found that you have to have lost your job "through no fault of your own."
I don't know if saying that your mother is ill, needs care, and you are the only one available to provide it would fall under that "no fault of your own" but you could always call the unemployment office and ask without giving your name.
It's worth a try. They may need a statement from her and/or her doctor to verify that this is true if they offer you the opportunity to appeal a denial or plead your case before they approve or not.
