I called the number on the billing statement, I did talk to a person at first but then they sent me to someone elses voicemail and I left a message explaining everything. I also found an email address connected to the Benefit Payment Control office and emailed them as well. Hopefully I will here something soon, though it being Friday afternoon I don't expect to here from them today.

Well I heard back from NCESC and they said they received my request for a waiver and I could just ignore the billing statement until a decision was made about the waiver, which could take up to six months before a decision was made on that. I hate waiting but I wanted to thank everyone here for their help.
