Hi I'm new to the forums! Any help would be appreciated. From California if that helps!

I was recently laid-off at a job and started collecting unemployment.

I finally got an interview with a new company. After showing up, the interviewer states that they want me to be 1099 employee (actually start my own business and have them contract me) instead of an actually permanent worker under them. The ad made it seem like it was for an actually full-time position. Also they did not give me a start date, work time, no set wage, and none of their employees receive benefits (medical, dental, etc.). At the end the interviewer said "I'll wait to hear from you." Is this an actual offer to work? I declined anyway, sounded too shady.

Would this be considered refusal of work? And will I stop receiving my benefits?

You didn't receive a job offer for suitable work. Here is a CA link on circumstances under which you can refuse work:

What you experienced is not deemed a job offer. Don't report it.
