In Feb 2009 I moved from Houston to Chicago, to live rent free with my Parents. I continued to collect TX Unemployment after the move. I didn’t file a State Tax with IL since my income was with TX Unemployment and so I thought my state taxes should be with TX, and TX has no state tax. Well, now – Sept 2012 – I got a letter from IL that I owe taxes for 2009 to them. $553 but with penalties and interest $652.
Do I really have to pay IL Taxes or am I free of this because it was TX Unemployment?

Yes, you have to pay it. Your state tax filing is based on your state of residency. Where your UE payments originated isn't relevant as the state you move to picks up those payments through a reciprocal (Federal) system.
