I am currently collecting benefits in Tier 2. My original claim expired on 6/16/12, and I received a "Notice of Determination of Invalid Claim, Section 1277", which, in my understanding, is a formality due to the fact I did not work at all during the past year, and that I will continue to collect on the EUC as I have been. I understand that completely.
Today I received a "Notice of Unemployment Insurance Award" for the period 6/17/2012 - 06/15/2013; it uses the income figures from my prior award, BUT shows a reduction in the benefit amount of $29.00 weekly.
Somehow, I had the impression from reading this conference that my EUC benefits would continue in the same amount as they had previously been, and, hopefully, they will.
What I don't understand is what the reduction in weekly benefit amount is all about?

It appears your state has opened a new claim for you at a benefit $29 lower than the other. Conflicting letters at the bye are common, but on its face it appears for some reason you qualify for a new claim.
It is possible your state has made an error. You need to call them.

I have been collecting unemployment since December but filled my original claim last February so I re applied like I was instructed to do. I have a phone interview on 3/09/2016 "There is a question about your eligibility". Is this going to place my payments on hold until after the interview? My next certification is this Sunday. Also what's there to question nothing has changed in my employment since December.

You should be paid through your benefit year-end, but not thereafter until the interview is held. California needs to reinvestigate your status for the new claim - regardless of what you told them in December when you reopened the existing claim.
Hello there, my apologies for chiming in here, but I'm dealing with a similar situation.
I opened an unemployment claim-- in CA, so if there's a sub-forum for questions re: unemployment specifically in that state, please feel free to let me know-- last December, to try to recoup some earnings for the 2 unpaid weeks my company had off for the Christmas holiday. Well in mid-February of the following year, our department was outsourced and we were all laid off (pretty sure I submitted a new claim at that point, but am not entirely sure).
In any event, although I have worked various short-term jobs since then (I'm an entertainment freelancer, so a lot of jobs can be short-term/a few months long anyway), will note my earnings from those jobs on my bi-weekly unemployment claims, and have been earning some consistent independent contractor/untaxed 1099 work lately, my claim is getting ready to expire this week... so I don't know if unemployment will continue to send me forms or what (basically my unemployment earnings are kind of a safeguard if I'm unable to find independent contractor work).
And since I have worked several jobs since then-- some W2, some 1099-- even if I did have to refile/create another unemployment claim, I just don't know WHICH job I would have to list.
Unfortunately, EDD's website isn't giving me the option to send in questions, and it's nearly impossible to reach anyone on the phone.

WHAT date does your claim expire? To get a new claim in CA, you file three days before that date (spares you from having a new waiting week). NO! EDD won't just keep paying you unless you refile. Use the web application like you probably did the first time.
UI is always about the LAST job you had, and occasionally the second to last job, but EDD will ask you if they care about your second to last job so don't worry about it.
Depending on the job you lost in February, you probably have unused wages from July 1 to Dec 31, 2015 that will set you up for a decent claim when mixed with the sporadic earnings you've had since February.

You apply for a new claim as Chyvan has said. Don't worry about listing all your employers. CA will or will not grant a new claim depending on the amount of new W-2 wages appearing in its database. You list the W-2 employers you can remember. CA probably has better records than you on this. Also, try to find all your W-2 paystubs - you may need them for proof of earnings between last December and now.
If you have earned since last December on W-2 either (1) $1,300 in one quarter, or (2) $900 in one quarter and another $225 outside that quarter, you are eligible for a new claim, which will utilize LAG (unused earnings) from the first claim as well as the new W-2 earnings appearing in the base period. The 1099 earnings do not count towards the above earnings requirements as they are not considered bona fide - unless you get them reclassified.
