You treat the cut to part-time as being fired. Do NOT work the part-time hours. Do NOT submit a letter of resignation. Just don't go to work. Try to walk away with proof that the job job you had no longer exists, and be silent about what the job was to become unless the employer raises the issue later.
This is currently happening to me. After working for a mom and pop style company. I never request a day off besides Sunday and I am given Monday's off but not by choice of my own. When I request a Saturday off in severely cut hours and told "if you hadn't asked for the Saturday off you would have full time hours."
It's like a sick form of punishment for taking a different day than what my employer has decided for me I need off. I live in CT
I'm in a similar situation I've been empoyed for 8 years working 3 12 hour shifts a week. I am also in school. the 3 12s has allowed me to go to school while working. My employer is trying to get rid of me and wants me to drop down to part time because he wants to make all shifts 8hr shifts making me work 5days a week to stay on full time status. I can not do that with my school schedule. I also have accrued vacation time and don't want to lose it dropping my status to part time.
This is a difficult situation. Even assuming that what your employer is doing to you is sufficiently adverse to constitute a discharge/or good cause quit, the school issues will most likely render you not able and available.
I was just given a letter reducing my 40 hr a week job with benefits to 16 hours a week, no benefits, effective immediately. I did tell them I needed time to think about it before signing. This was Monday 10/31. I had to work the cut 2 days effective then, but still have not signed letter. (I will start week two of it this coming Tues, 11/8) I filed Ohio UI, which it is stating a weekly benefit of 381, which is half of my regular pay I was at full time (btw I worked there for nearly 5 yrs.) I just put in first claim for it and had to put that I will still make $280/week at the 16 hr cut. How much of this $381 will I get then? Will I not get full UI benefits since I am reduced to less than half of my full time work hours or will I only get partial, which I am not even sure what that amount will be. I cannot afford to really live off of either scenario, but I want to make sure I get/choose the better outcome of the two.
I work and live in Ohio -- location is in Ohio, corporate office is in Michigan.

You had time. The second they gave you that letter, you should have left. Now the job is yours whether you signed or not. If you didn't want the job, you wouldn't have worked it. Now, that you've worked it, is there any proof that you screamed at the top of your lungs to get the employer to fix it, and they said, "we'll get back to you." That can preserve your rights to be done with this job.

You need to do the math with OH's partial benefit formula. Regardless that you can afford either situation, you need to get out. Working 16 hours and having OH keep most of the money means that you are giving up 16 hours of your life for practically nothing. The little extra you get probably doesn't even cover the cost of gas. Your employer has a fully trained employee working for free.
If you want to bail, I need more details out of you so you can make a clean break.
I live in PA and my employer has now taken me from a fulltime job of 40 hours to 32 hours. Can I apply for unemployment benefits to make up the difference in pay?
