What can I do they tell me I owe all the money back from 2011 .. Called them said make a payment you can live with and then file a appeal after 4 years . Help...

It's the same answer as given before, you need to appeal the over payment. What your defense (or is this still your friend who had the over payment?) will be depends on all the circumstances. Like before, you provided no information to even begin providing any help.

We must know why they say you had an over payment, So, why is CA saying you (or your friend) owes them money due to an over payment? With out this information nobody can help.

Please confine your posts on your friend's issue to one thread.

It is not helpful to you - or posters who attempt to respond - for you to be helter skelter all over the board on the same issue.
