I am right now in Tier 3 and I will send my last claim for tier 3 on August 26th. I am a bit confused on how many weeks of Tier 4 I have. It says if the claim is submitted until August 26th, then I have 6 and if it's submitted in September I have 10. Can somebody help me to figure things out?

You also have to understand that you don't exhaust on Sunday's which August 26th is. You exhaust for the weekending date (Saturday in CA). It's important because you don't want to send in your claim form early if you want to game the system.
Now, CA might make it easy like they did back in May when 16 weeks of tier 4 was on the line, but don't count on it again. To get 10 weeks instead of 6, you need to exhaust your tier 3 on September 8th with a claim that you submit after that date. Also CA uses those two week claim forms so don't screw up. In effect, you'll be skipping the weeks ending Aug 25 and Sep 1 so that you preserve that last week of tier 3, so that when you reopen your claim Sep 2 but before Sep 7, you'll then be eligible to exhaust tier 3 for weekending Sep 8 and qualify for 10 weeks of tier 4 instead of only 6. So save your money so you can pull this off with a two week gap in benefits.
However, if CA's UI rate starts plunging as viewed in that report, you might decide the risk of getting nothing is not worth it.
I am not sure I understand what you are saying. If I don't submit my claim, I will get a letter from EDD asking me why I did not submit it and I will be scheduled for an interview. How can I game the system? I understood if my claim expires on August 26th I am automatically transferred to 10 weeks, as it is explained in FAQ of the forum. I am really confused right now.
Otherwise, If you exhaust state/tier benefits anytime after August 25, you will transition to the new, reconfigured (reduced/increased weeks) tiers, as follows:
Beginning September 2, 2012: Tier 1 - 14 weeks (reduced 6 weeks)
Tier 2 - 14 weeks (no change)
Tier 3 - 09 weeks (reduced 4 weeks)
Tier 4 - 10 weeks (increased 4 weeks)
That's what the FAQ says. You submitting your claim on or after Aug 26 is not the same as exhausting. You exhaust with the weekending date of the claim as in Aug 25. You're not going to qualify for 10 weeks of tier 4 if you mail off that claim for weekending Aug 25th on Aug 26 or after.
When you get the call for the skipped weeks, you just say you were on vacation or taking care of a sick relative. Those things aren't permanently disqualifying. They only disqualify you for the week affected.
When those FAQs were typed up, we didn't know about exhausting on Saturdays when EB was ending. There were some that exhausted tier 3 on Saturday May 12 when EB was ending in CA, and they did not automatically qualify for 16 weeks of Tier 4, but those that exhausted May 19 and May 26 did qualify. So we have since figured out what the fine tuning of the dates mean. You have to exhaust tier 3 with weekend ending date Sept 8, or you going to mess yourself up.
Chyvan, what did the linked report say? When I click on it, it just says "no data available" and a blank page. As of June 15, CA had an unemployment rate of 10.8%, is it really threatening to dip below 9% by September??

I can't say if CA's unemployment rate is going to drop, but it's important to know the source of where the on/off triggers come from and why so that you can check them just before you decide to skip benefits.
OK then. The week that ends on Sunday August 26th I have just $450 left so I will get a claim for only that week. So what you are saying that when I get a claim for the previous 2 weeks, I claim only one week and skip one and then also skip the last one? Or would it be better that I skip both weeks all together? I can submit my clim for those weeks, but just say that I was unable to look for work, right? Well, 8 weeks would be better than 6
The week doesn't end on Sunday Aug 26. It' ends on Saturday Aug 25.
When you submit your claim form to zero out your tier 3, you submit it so that you hit zero with weekending date Saturday Sept 8. with a claim that you submit after that date.
And you won't lose those two weeks for 8 weeks, you'll still get 10 weeks, but you'll just have a gap in benefits of 2 weeks where you got zero, but they didn't just disappear into the ether.
You're right about like only one thing and that is for the weeks you skipped you were unable to look for work.
In other words, take a two week break from claiming. We had CA poster who called CA ahead of time to say she wouldn't be claiming for two weeks, family issues, etc. Rep said it was good idea to notify CA ahead of time, that they would suspend her claim, she would have to call to reopen. But they preferred to know about it ahead of time. So, you might want to consider doing that.
