I received unemployment benefits in Illinois from 1/11/2011 until 7/24/2012 and my benefit year end date is 1/08/2013. The last correspondence dated 6/12/2012, I received from IDES, had the following tier info in the order listed below:

Q4/2009 - $12,356.06
Q1/2010 - 8,734.62
Q2/2010 - 10,190.39
Q3/2010 - 8,734.62

The letter also stated "The last week for which extended benefits may be paid is the week ending 12/29/2012."

"This notice is to inform you your federal extension account balance has been increased to reflect up to 6 weeks of additional benefits referred to as Tier 4 benefits."

I have a couple of questions:

1. What does the benefit year end date represent?
2. What do the dollar amounts in the tiers represent?


But I did work a temporary job from 8/23/2012 to 11/20/2012 and earned $785.11 a week before taxes for a total of $8,982.10.

What are the chances of me being eligible for unemployment benefits? Please help. Thank you.

Benefit year end means you have until that date to exhaust any benefits available under the claim.

This information does NOT refer to tiers. It refers to quarters of your earnings used in the base-year to establish your original claim.

See FAQS, posts 2 & 6 for an explanation of the tiers.

Based on your timeframe, all benefits from your 1/11/2011 Claim have been exhausted. In June, you were credited with the final six weeks Tier 4 available under that claim, which you should have exhausted about the middle of July. Even though the benefit year-end of that claim is January 2013, and the letter says extended benefits can be paid until December 29, there are no further benefits available to you under that claim.

However, based on the earnings information you have provided, you should be eligible for a new claim in Illinois. File immediately. Illinois will use its alternate base period to qualify you which includes earnings to the date you file. Be prepared to provide paystubs from that job, as your most recent earnings may not yet appear in Illinois' database.

Thank you so much for your response. I filed a regular claim online and after I submitted my claim I received the following message:

"You cannot file an additional Emergency Unemployment Compensation (EUC08) claim at this time since you are 607b ineligible on your regular Unemployment Insurance claim and may have requalified. Please connect to your local office to file a claim."


First of all, do you know what they meant by "I may have requalified?"

Unfortunately, it is very hard to get representatives that are informed. Is there anything I need to know before going to the office to ensure that I get the benefits I'm entitled to? I printed pgs 19-20 from their handbook regarding the alternate base period to reference in case it's not automatically applied upon filing my claim.

Again, thank you so much for your response. Your advise and direction is very much needed but even more so appreciated.

Illinois has read or confused your online application as you filing to reopen the exhausted EUC claim, not a new claim. Call or visit a local Illinois office, as you were told. Your previous claim may also have confused its computers. Which is why they said "may have requalified" which means recertifying at the bye in 1/2012 - which was done. The claim is now exhausted.

The only way you will qualify at this time is if Illinois uses its ABP - which it also may not be able to do online. Visit a local office if you don't want to bother with the phones. People have success speaking with a rep doing that. Insist on opening a NEW claim.

After deliberating well into 2014, Congress could not agree to extend the federal extensions.

The program stopped paying benefits December 28, 2013.

With the national unemployment rate is under 6%, there is NO HOPE of any federal extension being enacted.
