If he has a W-2 from this employer for 2012, he should provide that to the UE people. By law, that employer must provide him a W-2 by the end of January.
That employer was probably late or negligent in submitting wage information. Whether or not wages were reported has nothing to do with that employer providing references. Your daughter's friend will find out soon enough about that.
