I was getting NJ unemployment. I collected for one month. I took a temp job in NY. The temp job ended after only one month. I was told it would go much longer  I earned about $9,300 gross in wages in the NY temp job. The NY temp job did not pay UI to NJ. I made an online application to reopen my NJ claim.
Will I be able to open the NJ claim? Or is there an income cut-off when you go back to work?

No income cutoff when you go back to work. You can reopen the NJ claim.
Fyi - If NJ learns of these NY wages, it may ask you to file in NY before reopening the NJ claim. However, NY requires your wages be earned in two different calendar quarters. You will not qualify in NY at this time. However, NJ may ask you to go through the motions, anyway.
Per NY:

1. You must have worked and been paid wages for
employment in at least two calendar quarters in
your base period,
AND
You must have been paid at least $1600 in wages
in one of the calendar quarters in your base period
AND
The total wages paid to you in your base period
must be one and one-half times your high quarter
wages. Exception: if your high quarter wages
equal $8910 or more, your earnings in the other
base period quarters must total at least one-half of
$8910, or $4455.

Ok I had open a claim in Oct 2012 waiting for my disqualification period and by time they sent my waiting period checks I started a new job I tried to get partial benefits but they told me I have to many hrs . So I worked for this company for 6 months was terminated . Called and went down to unemployment about reopening a claim they told me no problem my existing claim wasn't up till The end of Sept . So why is it that I got a letter in the mail for a telephone interview if I was just reopening a claim not opening a new claim would I have to wait another 6 wk disqualification period

Because the states always investigate why you lost your job. They will interview you and contact your most recent employer. You will resume benefits when the investigation is complete. There will not be another disqualification period because you already completed that earlier.

So when I call to claim on July 8 th I still have to wait on my money

Yeah, it will be a week or so, depending on how long it takes NY to complete its investigation.
