Moved into Tier 3. Help me do the math! (receive, claim, payment)

My bye was 04/20/2013 during Tier 2, was automatically recertified. Nothing complicated here.
Tier 2 ended 05/ 11/ 13. Weekly benefit amount remained at $450 for the last 3 weeks in tier 2.
Tier 3 of 9 weeks start 05/ 12 to 07/ 13
Tier 4 of 10 weeks?? 07/14 to 09/ 21

Got my Notice of Unemployment Award:
Claim Beginning: 04/21/ 2103 Ending date: 04/19/2014
Maximum Benefit Amount of $7439
Weekly Benefit amount of $435

so 7439/ 435 = 17 weeks
Is it 17 weeks from 04/21? which would be 7439 - (450x3)= 6089

I don't think I'm doing this math correctly.
6089/ 435 = 13.99 weeks, starting in Tier 3 05/12

It doesn't compute as I thought I would receive 9 weeks in Tier 3 and 10 weeks in Tier 4.
So $435 x 19 = 8265

Tiers 3 and 4 are affected by the sequester. Tiers 3&4 total 19 weeks.

$450x19=$8,550 less 17.69% sequester reduction = $7,037 / 19 = weekly benefit of $370 week.

So, I can't make any sense of the above $7,439 or the $435 weekly benefit.

It almost appears as though you have a whole new 17 week claim.

But you said you were allowed to exhaust Tier 2 after your bye. If you had a new claim, the new $435 payments would have begun with weeks ending 4/27 and 5/4 - you would not have exhausted Tier 2.

Better call CA and see if they can tell you how the $7,439 is calculated.

I suspect you may yet get a notice that this claim is invalid - although, depending on LAG earnings, it may turn out to be legitimate - but again, then your new benefit of $435 would have been paid beginning week ending 4/27.

I don't think the letter has anything to do with EUC.
