I just finished collecting tier 3. I received a message last week when certifying stating my unemployment benefits have exhausted and that I should go to a one stop center for help on job searching. I collected about 63 weeks since Feb. 2012. I still haven't found a job yet. Is there a tier 4 or extended benefits for nys?

No. NY hasn't paid Tier 4 since September 2012. New York needs a 3-month average unemployment rate of 9% in order to pay Tier 4. Currently its rate is 8.1%.
