my mom lives in NJ and her unemployment claim (initial 26 weeks) end in August 2013, according to this website, she will not be able to collect an extension after 12/28/2013. Is that correct?

Yes, under current law all federal benefit payments end 12/28/2013. Congress may or may not extend into 2014. Chances are they will in some form. Just have to wait and see.
