My friend went and ended up getting a piecework job. Not knowing he had to split his earning with others. He called next day and said he was offered another job."LIED" but they said it was fine. Does he still mark that he refused work? He is not
working. What should he do?

He actually should report that job as a quit. CA may deem his quit for good cause if he can convince the interviewer the job was not suitable and that it was misrepresented to him.

If his employer reports this individual on its New Hire Report which that employer is required to file w/CA, yes, EDD will find out.

Must I report a newly hired employee who quits before the New Employee Registry report is due?

Yes. Because wages were earned, a New Employee Registry report must be submitted. Even though the employment period was short,

So, he never turned up for work at all? Just refused the job offer. Technically, he should report this as a refusal of work, on which CA will want more information, which will delay his benefits. He can say he refused this work because the job was unsuitable as to pay (hopefully he can prove he has earned substantially more where he doesn't need to split his earnings).

Or, he can not report it all. But, if by chance his name appears on that employer's New Hire Report, EDD will ask him about that job. Woman in HR may not be the one filling out the New Hire Report.

If CA finds out about this refusal, they may disqualify him from a few weeks' benefits for false statement even if they approve the reason for job refusal.

CA EDD finds out about most everything, sooner or later, it seems.

It's up to him.

Yeah. He never worked & the lady was the one to interview and hired him. Its like a family roofing co. He made twice as much @ his old job. And she is the one who does the paperwork. So she said it was fine. ??
