So in my above scenario a claimant could technically
1) Claim 1-State Benefits(2011)
2) Claim 1- Tier 1 for 3 weeks
3) Claim 2- State Benefits(2013)
4) Claim 1- Exhaust Tier 1(17 weeks), collect Tiers 2-3(if still available congress permitting)
5) Claim 2- Collect EUC Tiers 1-3(Congress permitting).
So in this example the claimant could collect 100+ weeks of benefits?
