What state are you in? I dont know...it all confuses me....
Here is what I am dealing with..... I have 2 weeks left on my tier 2 and called our UI office to question about the Extended benefits she told me to go to their website and I was to open an EB Claim. Well it wouldnt let me because it says I have to file for a new claim to see if I am eligible for regular unemployment...I did this back in December when my benefit year originally ran out, I was denied of course because I was laid off all year....at that time I then was given the tier 2....now I am confused because it wants me to file a new claim again....get denied again...so the EB will kick in? or Won't kick in???? As if we dont have enough stress and worry in our lives already, we have to go through hoops and wonder if we qualify or not!

I personally, haven't experienced this, so I don't know the answer, but what i have read from people on here, is when that happens call them back and insist that you want to open an E.B. cliam. If they have an office then go! If you don't get satisfaction keep going up the chain of command, if they will let you.
or file online and in the space provided put "this claim is an Emergency Beneifts claim" not a regular employment claim, since this is your last choice.
Perhaps someone who has actually gone through this will respond.
But it is also true, in the trigger E.B. states, that the E.B. benefit of 13 weeks is harder to get than the 20 week EUC benefit. So, not everyone is eligible, depending on how much they made in their base year and the timing of their exhaustion of tier II benefits.

This poster appears to live in Minnesota.
Governor's do have the right to choose which unemployed they are going to give the E.B. benefits too. Either the recently unemployed or the earlier unemployed, and they do this by setting up deadlines points. So, this is an individual state thing and not a national Federal deadline. So, each state gets to choose how they dole the money out.

ok....in the mail today I got a letter "Notice to unemployed workers who may be eligible for extended benefits (EB)"
To be Eligible is says you MUST MEET ALL THE FOLLOWING:
1. You are unemployed or underemployed, and
2. You have exhausted all state and federal unemployment compensation, and the federal EUC extension, and
3.You have a current benefit year with an expiration date of 01/31/09 or later, and
4. You meet the eligibility requirements of the law and are not disqualified.
Ok so I meet all except #3 because my benefit year ended 12/27/08. I called the office and said "I dont qualify right?" she says to fill out the application for EB because it is a screening process...I told her it wouldnt let me It says I have to file a new claim. She repeated herself and told me to go ahead and file the new claim, I would get a monetary determination and that it was part of the screening process...*L* OK! I GOT IT!! I will file a new claim!! and pray like heck I get the EB!! She says just cause I dont meet all the above doesnt mean I wont get the EB.

So in the meantime what are you doing to find a job? I just see you posting about expiring benefits

Well, at least it is crystal clear now....so all we have to hope is that your end date of your benefit year is so close to the 2009, that it will be negligible and that you made enough in your base year. That is what is saying in PA, that you must have made 40 x's your benefit amount in your base year.

I thought you were not concerned with the trigger E.B. since YOU will have a job by then and you will not be eligible for it until November/Dec. 2009!
