Ok I filed for UI in the April 2009...and got it through 2010(with base period of 2008).
The system auto renewed the claim on my BYE 2010 and determine I didn't make enough(in 2009) so it was re-instated to continue with tier 2.

Now, I got a telephone interview stating the only employer I worked for 2009 btw jan-april 2009(temping) refuses to be the chargeable employer(they don't want to be responsible or UI).

They determined I didn't make enough money, I've been re-instated to continue with tier 2..why the fight with chargeable employer on new claim that is invalid due to lack of money?

Which employer was responsible in my 2009 claim? I filed immediately I finished that temp job in April 2009 and I listed that employer as my last job.

Does anyone have an idea what this means please? I'm confused..

I'm not sure I completely understand your post but here's what I think happened:

Your 2009 claim was based on your 2008 earnings. You exhausted your benefits and started moving into the tiers of federal EUC.
Once your benefit year ended the state you reside in had to determine if you were eligible for a 2010 claim based on your 2009 earnings (federal law)
They determined you weren't and put you back on EUC.
